Governing Law
The District is a water control and improvement district, created under the
authority of TEXAS CONSTITUTION Art. 16 § 59, and primarily governed by Chapters 51 and 49 of the TEXAS WATER CODE
The main purposes of the district are to conserve, transport, and distribute potable water for domestic purposes
The Creation of the District
On September 12, 1988, the Commissioners Court of Zapata County
declared Zapata County Water Control & Improvement District (Highway 16E) created. The voters approved the creation of the District at the confirmation election held on November 9, 1988
